In 1904, Americans paid Puerto Rican coffee pickers (who were paid based on volume picked) an average of 12 to 16 cents per day. US colonial administrators argued that if Puerto Ricans were to receive a better wage, they would work little and become lazy. (Cf. Trujillo-Pagán, Modern Colonization by medical intervention, 2013).
